Our people - Nicole Rees
Nicole founded Policy Fox in May 2023.
Nicole’s varied experience spans executive leadership, legal practice, public policy and advocacy leadership, working as a senior ministerial advisor and as a Board member.
Nicole is known for her strategic capability, skill in identifying practical policy solutions, systemic and politically astute advocacy, stakeholder facilitation and building coalitions for impact.
Experience – Underpinned by a deep commitment to social justice and policy reform, Nicole’s varied experience includes executive leadership; law; public policy and advocacy and working as a senior ministerial advisor. She is currently on a Victorian Government board - Interim Northeast Metro Regional Mental Health Body.
Qualifications – Lawyer with degrees in Law (Hons) and Commerce, Company Directors Course Diploma (AICD), graduate of Marumali program (Stolen Generations) and the Cranlana Centre for Ethical Leadership
Strengths – Strategic capability, identifying practical policy solutions, systemic advocacy, stakeholder facilitation, building coalitions for impact.
Subject matter expertise – A generalist with broad social, economic and environmental policy experience, most recently in education, skills & training; employment and employment services; NDIS and disability policy and housing. She also has a background in Aboriginal Rights.

Our people - Chris Black
Chris joined Policy Fox in June 2025.
With experience at all three levels of government, Chris has worked in policy design, analysis and evaluation in a range of fields including housing, homelessness, disability, gender equality, family violence prevention and early childhood education and care.
She has had senior roles in government, the community sector and for national strategic communications agency 89 Degrees East. Most recently she was Head of Communications at the Brotherhood of St. Laurence working on campaigns for preventing and ending poverty in Australia.
Qualifications – Masters of Social Policy from University of Melbourne, Graduate of the Australian Institute of Company Directors, Graduate of the UNSW Understanding Poverty and Inequality Short Course, Primary Ethics Teacher (NSW) and Bachelor of Arts in Architecture.
Strengths – Community consultation, policy analysis and design, capacity building, clear and concise communication, problem solving.
